An Indian domestic electricity bill is built from three main pieces: an energy charge (a rate for every unit, or kWh, you consume), a fixed charge (a monthly amount tied to your sanctioned load), and a layer of surcharges, duties and taxes. Many DISCOMs price the energy charge in slabs, so the rate per unit rises as your monthly consumption crosses each threshold. EV charging matters here because it adds a sizeable block of units — often enough to push part of your usage into a higher slab. To know what charging really costs you, find the rate of your top slab, track EV units with a sub-meter, and ask your DISCOM whether an EV-specific tariff exists.
The four lines that matter on your bill
Bill formats differ from DISCOM to DISCOM, but almost every domestic bill contains the same core items, sometimes under slightly different names. Pull out your latest bill and find these four:
- Energy charge. The rate you pay per unit consumed. This is the line EV charging directly increases, and it is usually the largest item on the bill.
- Fixed charge. A monthly amount linked to your sanctioned load — the maximum power your connection is approved to draw — payable regardless of how much you consume. It becomes relevant if you ever upgrade your load for a faster charger.
- Fuel or power purchase adjustment. A variable surcharge many DISCOMs add to pass on changes in their own power-purchase costs. It typically applies per unit, so your EV units attract it too.
- Duties and taxes. Electricity duty and other levies, often calculated as a percentage of the charges above them.
The rest of this article makes far more sense with your own numbers in front of you, so keep the bill handy. If a line item is unclear, your DISCOM's website usually publishes its current tariff schedule, and their customer care can explain any code you don't recognise.
How slab tariffs work
Most domestic tariffs price electricity in slabs: the first block of units in a month is billed at one rate, the next block at a higher rate, and so on. Suppose — purely as an illustration — your tariff looks like this: the first 100 units at ₹4 per unit, the next 200 units at ₹6, and everything above 300 units at ₹8. These are round example numbers; your real slabs and rates are printed on your bill or your DISCOM's tariff schedule.
In the common telescopic structure, each block is billed at its own rate even after you cross into the next one. A household consuming 250 units in our example pays ₹400 for the first 100 units and ₹900 for the next 150 — ₹1,300 in energy charges, which works out to an average of ₹5.20 per unit. A few tariff structures are non-telescopic, where crossing a threshold can change the rate applied to your whole consumption, so it is worth confirming with your DISCOM how yours is applied.
What EV charging does to your slab position
Now add an EV. Say your car needs about 150 units a month — a plausible illustrative figure for a small hatchback on a modest daily commute; your own number depends on your car's efficiency and kilometres driven. Those 150 units do not slot in at the bottom of the tariff. They stack on top of your existing consumption, so they are billed at the top of it.

In this example the energy charge jumps from ₹1,300 to ₹2,400. The EV's 150 units therefore cost ₹1,100 — about ₹7.33 per unit — even though the household's pre-EV average was only ₹5.20. That gap is the whole story of slabs and EV charging: new consumption is billed at the top of your tariff, not at your average.
Your marginal rate is your real EV charging rate
When estimating what charging will cost, use the rate of the highest slab your combined consumption reaches — your marginal rate — rather than dividing your bill total by your units. Remember also that per-unit surcharges, duty and taxes ride on top of the energy charge, so your effective cost per unit is usually somewhat higher than the printed slab rate.

Track charging units with a sub-meter
The cleanest way to know what your EV consumes is a sub-meter — a small check meter on the circuit feeding your charger. It does not change what the DISCOM bills you; it simply tells you how many of your units went into the car. Note its reading on your bill date each month, and the difference is your EV consumption. Multiply that by your marginal rate for an honest picture of running cost.
A sub-meter earns its keep in three situations: when you want to separate car cost from household cost, when your charger is fed from a common-area supply and the society needs a fair basis to bill you, and when you are negotiating charging arrangements with your RWA and want numbers rather than guesses. EV tariffs and separate connections: questions for your DISCOM
Some DISCOMs offer EV-specific tariff categories or permit a separate connection for charging, but eligibility, rates and metering requirements differ widely and change over time — so confirm the current position with your own DISCOM rather than relying on anything you read online, including here. Three questions worth asking in writing: Is there an EV tariff available to residential consumers, and what metering does it require? Can I take a separate connection or meter for my parking spot? Will my sanctioned load need to increase for the charger I plan to install?
Keep the trade-offs in mind. A separate connection carries its own fixed charge every month, which can outweigh any slab benefit for low-mileage drivers. Common questions
Will an EV always push me into a higher slab?
No. It depends on where your household consumption already sits relative to your tariff's thresholds. A light commute might add few enough units to stay within your current slab, while a household already above the top threshold will simply see every EV unit billed at the top rate. Redo the slab arithmetic with your own bill — it takes five minutes and removes the guesswork.
Does EV charging change my fixed charge?
Charging itself does not — the fixed charge is tied to your sanctioned load, not your consumption. But if you apply for a load enhancement to run a higher-power charger, your fixed charge may change as a result. Ask your DISCOM what the revised amount would be before you commit to the upgrade.
Can I estimate charging cost from my bill's average rate?
It is tempting, but it usually understates the true cost, because EV units land in your highest slab while the average is pulled down by cheaper early slabs. Use the marginal rate instead, and add per-unit surcharges and duty for a realistic figure.
What if my tariff has time-of-day rates?
Some tariffs price units differently depending on when they are consumed. If yours does, the hour you charge affects the cost, and overnight charging may be billed differently from evening charging. Check your bill or tariff schedule for any time-of-day component, and ask your DISCOM how it interacts with slabs.
A final word: reading the bill is paperwork, but acting on it often is not. Installing a sub-meter, wiring a dedicated charger circuit, or enhancing your sanctioned load are jobs for a licensed electrician, and tariff questions deserve a written answer from your DISCOM.
